Ceres and District Environment and Amenity Protection Group addresses issues arising from planning applications that adversely effect the environment and amenity of the area. We address these issues on relevant planning grounds and use Scottish national policy and the Fife development plan as our guide.
Application Reference : 15/03680/SCR
Proposal : Screening opinion for proposed ground mounted 3.5MW solar photovoltaic farm
Address : Land To The East Of Percy Baldinnie Farmhouse Baldinnie Pitscottie Fife KY15 5LD
A very recently formed company Fraone Limited with two German shareholders is planning to develop a 3.5MW solar photovoltaic farm covering the 17 acre field behind the property at Percy Baldinnie with ground mounted solar panels and export the electricity to the national grid. As the owner of the field is not shown as the applicant he would receive a rent from the developer if the application were to succeed.
This is not a full planning application but requires an opinion from Fife Council if any future application will require to be accompanied by an Environmental Impact Assessment.
However it does give advance notice to members of the community that a full planning application is in the offing and to decide whether or not you would like to object to a future application. There is a 21day period in which to make a representation from when an application is advertised so this added time is useful.
